The Procurement Bill Explained

About the presenters

Kieran McGaughey

Kieran is a commercial solicitor specialising in public procurement law and subsidy control. Since 2014 he has worked in-house within local government and is currently employed within the legal team at Newcastle City Council. He also provides advice to the North of Tyne Combined Authority (NTCA) and North East Local Enterprise Partnership (NELEP).

His practice involves supporting clients in the following areas:

  • Public procurement
  • Commercial contracts
  • Funding agreements
  • Subsidy control/State aid

Kieran is the National Lead Officer for procurement law within Lawyers in Local Government (LLG), a nationwide body representing the interests of local authority lawyers. He is an LLG director and sits on the national board and North East branch committee.

He also sits on the executive committee of the Procurement Lawyers' Association (a membership body for procurement lawyers across the UK) and is the Vice-Chair of its public sector working group. He also has a keen interest in public procurement law and regularly writes articles on the topic.

Prior to moving into local government in 2014, Kieran gained experience working for award-winning law firms in the private sector, including Muckle LLP and Addleshaw Goddard. He also spent a period on secondment at the international law firm Eversheds Sutherland in 2016.

 

About the presenters

Andrew Millross

Andrew is a partner of Anthony Collins LLP and co-leads its procurement and construction team, helping registered providers, local authorities, arms-length management organisations and buying clubs with all aspects of procurement and related arrangements, including governance structures.

He also provides advice on improvement and defect remediation contracts including compliance with PCR 2015 (use of frameworks, “emergency” procurement and accelerated procedures) and forms of contract.

Andrew has practiced at Anthony Collins for almost 20 years after seven years in-house in local government. After some time specialising in governance and large regeneration projects (including PFI/PPP), most of his work recently has involved helping clients with procurement, development and maintenance arrangements.

Andrew wrote the National Housing Federations 'Guide to the EU procurement rules', 'Authoritative practical guidance to the housing sector', and is discussing a 3rd edition with the National Housing Federation. Subsequent publications include the 'Contract management guide', working alongside echelon Consultancy and 'Procurement in Practice: Avoiding the pitfalls and getting the best result'.
