The Charity Commission for England and Wales has issued its first Official Warning to a council over charity mismanagement.
Calderdale Council is failing to meet its trustee duties (including filing accounts) for 13 local charities. This warning marks the first time the Charity Commission has issued such a notice to a local authority. Calderdale council is not alone. Dozens of local authorities across England and Wales manage hundreds of charities, and it is not uncommon for busy Councils to overlook the charity law requirements. Many Councils are not aware of the number and size of the charities they are appointed to administer, especially when they have absorbed the work of a previous authority. The Commission has required Calderdale to produce and maintain a register of its charities setting out how they are governed and what assets they hold.
